When I play ntsc games the display on my tv bounces and you cannot see anything

The display is fine in the bootup but the moment it goes into the games and starts loading the display starts jumping I have bought a ntsc - pal converter but that just seems to change the display from blk & white to colour I have a rather old Phillips tv. Thanx Steven
