PLAYBACK AND FORWARD WIND PROBLEM ON 1990 MODEL SONY VIDEO CAMERA

Dear Sir, I am encountering a problem with the playback section of my Sony CCD F350E video camera. The problem started as video (picture) noise and has now regressed to the playback not functioning at all. I am of the opinion that this could be a problem with the motor, however the rewinding section still functions. Could you possibly advise what could cause this and direct me to a Sony approved repair centre in Port Elizabeth, South Africa. Thanking you, Regards, God Bless.
