Optimal Rate For DVD Encoding

Looking for best bitrates from Video to DVD

I am capturing videotapes in order to place them on DVD. I had always assumed the higher the bitrate on the capture the better, so I used 12MB/Sec CBR. I noticed that the capture software had a DVD capture setting that is 8MS/Sec (doesn't say if it is CBR or VBR), which is lower than what I used. Since I can make the settings whatever they need to be (HDD space and power are not issues) , what is the best setting for rate and VBR vs CBR?
