Error Code C31:23

Hi, I have SONY DCR PC 120E. I took it out in the drizzle and in snow conditions. Suddenly I started getting C31:30 error. I removed the battery and put it again. The error is gone and the cassette started coming out. To test it I loaded another cassette. It gets loaded propery but with crispy noise of the tape getting crushed. The error code that is getting displayed is C31:23. All the time the tape is getting crushed. Any ideas what happened ? Thaks in advance. Faiyaz
