Error code C:31:42 keeps coming up and doing what the manual says doesn't work.

Do you have any ideas on fixing the error code C:31:42 which comes up anytime I want to record or play back a tape. Tried another tape with the same result. Have taken the battery out and reinserted as the manual suggested. Any other ideas?
