Error C:13:01

I placed new Disc in and tried to turn it off many times. It appears someone may of dropped it but hard to tell. It cannot read old Disc or New ones. It can Initialize the disc but that is about it. As soon as it is initialized the Disc error code comes up C:13:01. If anyone can help lease do so.
