JVC tv has no sound or picture.

I have a JVC tv model AV-27530. A balloon went near the screen, there was a lot of static cling, and then the tv went to a black screen. I could not hear anything either. The tv was on and the light that tells you that was not blinking. After a while, the screen turned blue and then a lighter blue. I can not do anything on it. It will not even shut down so I pulled the plug. Also, I did not blow a fuse. Any ideas that will not cost me no or little money?
