JVC GR-D31U playback has horizontal bars

JVC GR-D31U playback has horizontal bars in the display on screen.

I've had this digital DV camera for 4 years. Within year 1, it developed a problem "remove lens cap". After nearly a year of searching, I "FINALLY" got JVC to acknowledge they had a known problem and for me to return it for repair free of charge. NOW, I get evenly spaces horizontal bars in the display, 4 1/2 to a screen. These bars overlay the video playback. When first started happening, it didn't STAY this way (ie, returned to normal display), but the transition back to normal display involved the 'digital squares' dispersed over the screen similar to digital cable signal when it's not full strength. The one time this went away, it recurred when I plugged the power adapter in (switched form battery power)and has remained ever since. These vertical bars display on the camera screen and in the view-finder lense. As this problem was evolving, during recording I would notice a 'flash' of thin green lines displayed (these lines were in an upside "L" pattern, and were numerous, maybe 15 or more).

    Any solutions? I have a similar problem with my 7 year old Canon MV 200 - was told to clean the heads but repeated cleans have not removed the problem.I've been quoted £179 to send it away for repair (standard charge apparently) but its just not worth it.
