What model of JVC reel to reel do you have? It may be a dragging reel brake or slipping belt. Also may need oil on bearings (carefull not to get oil on brake or clutch assembly). A spring or linkage may be out of position and rubbing something. I had these issues with mine then again it's almost 40 years old (built into console stereo).
