jvc tv has a strange opague box covering the picture

i just bought a tv and turned it on to see that it has a strange opague dark cover of black that is in front of the picture, it has about a 1.5 inch trim of normal color around the circumferance. can anyone tell me how to fix this, or even whats wrong with it. it shows on some channels and not others.
