Power Problem

Sony MVC CD250 My camera only has power when it is on the charger. The charger light keeps flashing. The batteries were tested fine and the re-set button didn't help. Not damaged in any way. Just happened yesterday. Can it be repaired and can you give me an estimate? I am disabled and can not afford a new camera..
