Help finding part 1-453-386-21 (NX-4522//Z214) if applicable or some advice please.

I have a Sony KV28LS60 TV - it recently stopped powering on! The TV still has power, but the screen remains blank with no sound - the error blinking code is "four blinks". The sony error guide states the following: "Four blinks - No vertical Deflection (V STOP), Screen goes to a single horizontal line then the video signal muted. Check IC1509, Q1505" Not being a Repair man, I'm none the wiser as to what this really means??? If anyone knows what this problem could be, can you please advise. I spoke to a TV repair guy by phone, stating the blink error, and he told me it is likely to be the Flyback Transformer??? true or not, I don't know - the part number for my model is 1-453-386-21 (NX-4522//Z214) and I simply can't find it anywhere!!! Please Help - thank you
