The E-03 error code on "any" JVC camcorder is a warning that the take up spindle is not turning properly, and which can be caused by an over wound tight cassette, or indeed the cassette being just being generally sticky! If its over-wound, "slide" the small white spring loaded tape lock on the back of the cassette down, this situated between the spindles, (not door end) and try releasing the tape tension by giving one of the spindles a turn around. However if another cassette does not improve the situation then the take up drive is liable to be contaminated by tape dust, possibly from using non JVC brand cassettes, as "only" JVC, Panasonic or Fuji tapes should be used in JVC camcorders and never TDK or Maxell brands, as its known in service circles that tape drive problems can usually be attributed to the use of these brands.
