Head unit will not shut off!

Hi, I have a Clarion RDC-634 6 disc changer that operates off of an FM modulator and is connected to a Sony GT-520 deck. It works great however, the head unit will not shut off when I press the power button! This causes other FM stations to sound distorted and unclear. Does this indicate a bad head unit? Any suggestions or advice would be greatly appreciated! Thanks, Tom
