Its a case of whether or not you have experienced this problem when using another tape? as the fault could well be caused by the tape sticking inside the cassette holder, something common with these type of tapes. The fact that the picture clears up somewhat when on pause is another thing that could point to this being the problem, however should you find that it doesnt cure when using another tape, then it points to a possible drive belt problem or alternatively the spindle braking system requiring adjustment.
