If its a brand new camcorder and is a receipted item, then I would immediately get onto wherever you bought it from as it will be guaranteed. The safeguard mode is just a blanket term for the mechanism having shut down so there can be a range of possible causes, and in your model this warning is not really a common issue, so the first thing that springs to mind is a faulty sticking tape that has jammed the mechanism, but if that doesnt apply is there any error code numbers showing on the LCD? However I still feel best policy is to inform wherever you got it from, as there is nothing external you can really do as it may well be a faulty component "if" indeed its a new item.
