You dont mention what brand of device you are referring to, however assuming its a JVC camcorder E-03 indicates there is a problem with the cassette take up spindle, this in most cases caused by the tape being used starting to stick and not turn properly, so try another tape. If of course this does not help the situation, then I am afraid there is nothing you can really do as the spindle operation requires investigation, and could well be caused by the use of non JVC branded tapes, especially TDK or Maxell which is frequently associated with this type of problem. JVC devices should only be used with JVC - Panasonic or Fuji brand tapes. (You could try blowing air from a hairdryer on its cool setting into the mechanism spindle area for about a couple of minutes, as occasionally this clears the problem up should it have been caused by dust contamination from the aforementioned brands being used)
