Do I need a new belt?

My PF-800 is turning too slowly. I discovered this when trying to play Crazy on You, by Heart, and finding that while I could do it on YouTube, I could not do it with the record, where the notes and chords were stepped down. the belt is loose. Would this likely be the problem? If yes, does it make sense that a new belt would cost over twenty dollars? Thanks for any help. Avi
