Viewer that is unable to view recorded programming.

I have a viewer that has Time Warner cable and when he records our channel is appears to be similar to a scrambled signal. When he tunes directly thru the VCR it appears and sounds fine. He is a member of the military and I would appreciate a quick response... Ken
