Whats mentioned strongly suggests that the camcorder power input fuse has blown if indeed the charger is known to be putting out the correct voltage. It might just be that the fuse has gone as one of these things as this is not entirely unknown, however fuse replacement involves an element of dismantling as the fuses concerned are miniature soldered in types. Although the aforementioned is the most likely cause there could of course be another reason connected with the power input socket, although this is a less likely cause.
