My JVC Tv shows horizontal stripes on the whole screen ,would you help me to fix the problem .

i have JVC TV 21" slim ,model No-21sx18,i used it for one year.Last month it's capacitor was damaged /fired/ due to high voltage,then i used it for two weeks by changing the fuse only.Finally it fired and smokes for the second time when it was functioning.Then i took it to technical person and he changed the capacitor but the picture bcame blurred and all the screen covered with horizontal stripes.i tried to maintain the problem with different technicians but still the problem isnot solved/fixed,i need someone to help me to fix the problem.
