Have you tried more than one cassette? as codes starting with 32: followed by low numbers are usually centred around take up reel faults, like for example a cassette being faulty whether its new or not. However if the cassette isnt at fault another long shot you could try which seems to work with many of these type of error codes is to thump the bottom of the camcorder onto a book a few times, as if the problem is caused by a mechanism position sensor at fault this can jolt it into locating properly. By the way onto a book is purely to give a "firm but not rigid" surface which could damage the camcorder.
