I was experiencing the same error message in the last few weeks. I actually could not get the C30:31 message to go away. And my tape would also not eject.

Replacing the battery has fixed the problem. If your battery is 3-4 years old, getting a new battery might fix the problem.

The error message is actually that the tape is not turning fast enough, so there could be other causes than the battery, but an old battery is a likely cause.

For reference, my camera is the TRV-17 which I received in December 2001.
